In Spring 2024, Teach Earth Action (TEA) and PSE Healthy Energy collaborated to develop a series of questions and field research protocols for investigating power outages and attendant issues in the Bay Area. TEA staff, who also teach English at Chabot College and College of San Mateo, then moved through a series of steps to implement the project.
